South Bend Affordable Housing Corporation
The SBAHC was formed in 2021 and serves as the development instrument of the Housing Authority of South Bend. Its mission is to create strong, sustainable, inclusive communities and quality affordable housing through owning, acquiring, and developing housing for low to moderate-income families.
Since its inception, the SBAHC has served to co-develop two Public Housing Developments that are still in process of transformation and has developed our management arm providing management service for the HASB.

The SBAHC anticipates the management of the HASB scattered site inventory of 225 scattered site houses, duplexes, triplexes and fourplexes scattered through the South Bend Community.
Homeownership
The Housing Authority of South Bend was established in 1941 and has successfully operated a HUD Section 5(h) program authorized by the Housing Act of 1937 since 1974. To date, the HASB has sold 95 homes to eligible public housing residents in its Section 5(h) program. In 1998, the HASB evolved the homeownership program to the Section 32 Homeownership Program which include the Section 8 program and compliance with the latest HUD guidelines under the QHWRA.
The SBAHC will oversee the Homeownership Programs of the HASB for both the Public Housing and Housing Choice Voucher Programs.
