Board of Commissioners

Dr. Virginia Calvin is the past Chancellor of Ivy Tech Community College. She is the past Superintendent of the South Bend Community School Corporation. Currently she holds positions on the Indiana State Charter School Board, the Hope Ministry Board, NAACP Board, St Joseph County Parks Board as well as holding the position as Chairperson of the South Bend Housing Authority Board.

Raised in Freeport, Illinois, Commissioner Luecke grew up in a family of seven children, with parents who nurtured a strong commitment to volunteerism and service. After college Steve entered a 4-year carpentry apprenticeship, then was a partner in the Old Building Recycling Company, restoring older homes in the heart of South Bend.

In 1981, Steve joined South Bend Heritage Foundation, as project manager for affordable housing and neighborhood revitalization projects. In 1987 he was elected to the City Council as 1st District representative. Steve was chosen in a special election in 1996 to succeed Joe Kernan as Mayor. He won three additional terms, retiring in 2011 after fifteen years in office.

Steve spent four years as the Executive Director of the South Bend Alumni Association, which assists South Bend public school He continues to serve on its board in addition to being a Commissioner for the Housing Authority of South Bend.missioner Stephen J. Luecke

“I am a lifelong resident of St. Joseph County. I served 43 years in the local court system as an attorney and judge, before retiring in 2020. I am married with two adult children. I have, over the many years served on a variety of not for profit organizations in the community.”

Above all, Steve Camilleri feels so blessed to be married to Erin Kennedy Camilleri and be one of the parents of Isabelle and Michael Camilleri (and their dog, Tucker). That’s what matters most to him. As for the other much more boring details, he received his Bachelor’s Degree from Notre Dame in 1994, majoring in Marketing and Sociology, and then went on to graduate in the first class of the Notre Dame ACE program (Alliance for Catholic Education).  In ACE, Steve taught for two years at an elementary school in Hammond, Louisiana and received his MAT degree (Master in the Art of Teaching) from the University of Portland. After fulfilling his commitment to the ACE program, Steve returned to the University of Notre Dame, where he worked in University Relations, as well as at the Basilica of the Sacred Heart. It was here that Steve received an MSA degree (Master of Science in Administration) in 2001. A few years later, in 2004, Steve became the executive director of the Center for the Homeless.  Steve was recently recognized by the Alliance for Catholic Education during their 25th anniversary with the Scott Malpass Founder’s Prize, as well by the Leadership South Bend/Mishawaka with their 2019 Distinguished Leadership Award.  He absolutely loves living in South Bend and enjoys being part of the community and raising his children here.

Judd McNally, a Housing Authority Commissioner since 2019, is an experienced finance professional with a nearly 20-year career in banking. He has a broad experience in commercial lending and credit risk management including experience with complex financing transactions. Prior to earning and MBA at Notre Dame, McNally worked for in the not-for-profit and insurance sectors. He has served on a number of not-for-profit boards including the Community Homebuyers Corporation. He is a native of South Bend where he lives with his wife and three kids.
